You are a team of 4 or 5 lawyers of the Ministry of Environment of Alexandra, an
industrialised country, advising the minister. She is concerned about the low level of
transfer and dissemination of technology transfer and dissemination to developing
countries in the field of climate change adaption, particularly in agriculture and flood and
drought management. She is aware of the obligations to foster transfer of technology
under Art. 10 of the Paris Agreement and under Article 4.5 of the United Nations

for transfer to technology to least-developed countries. She is worried that fiscal funding
pledged at COP 27 and finally made available will not be sufficient. She seeks alternative
avenues to enhance knowledge and technology transfers to developing countries in need.
Alexandra has a long tradition in plant breeding and is a leading country in
biotechnology and genetic engineering. Many of the products of its companies are
internationally protected by intellectual property rights, either patents or plant breeding
rights under UPOV. The Ministry responsible for climate change policies in particular
wishes to strengthen cooperation in plant breeding with developing countries in SubSaharan Africa, combining science and experience and traditional knowledge on the
ground by farmers and local communities.
